Place the drive lever in the neutral position. The drive lever is under the center of the handles, and it is the lever you move up or down for forward or reverse.
Position the wheel-speed lever in the neutral position. The wheel-speed lever is between the engine and depth lever, and it is the lever you move up for faster speeds and down for slower. When the wheel-speed lever is engaged, the wheels lock until the engine is started. Move the lever to the center position.
Move the Troy-Bilt tiller forward or backward while moving the speed lever to the neutral position. This helps unlock the wheels during the process.
