1. Preheat the oven to 375 degrees F (190 degrees C).
2. In a shallow dish, combine the flour, salt, pepper, garlic powder, and onion powder.
3. Dredge the chicken pieces in the flour mixture, turning to coat.
4. In a large skillet, heat the oil over medium heat.
5. Add the chicken pieces and cook until browned on all sides.
6. Transfer the chicken to a 9x13-inch baking dish.
7. In a medium bowl, whisk together the ketchup, brown sugar, vinegar, Worcestershire sauce, Dijon mustard, and hot sauce (if using).
8. Pour the sauce over the chicken pieces in the baking dish.
9. Bake in the preheated oven for 20-25 minutes, or until the chicken is cooked through.
