1. Prepare a baking sheet: Line a rimmed baking sheet with parchment paper.
2. Melt chocolate: In a medium heatproof bowl set over a saucepan of simmering water, combine chocolate chips, oil, and heavy cream. Stir until chocolate is completely melted and smooth.
3. Add sprinkles: Remove from heat and stir in rainbow sprinkles until well combined.
4. Spread chocolate: Pour melted chocolate onto prepared baking sheet and use an offset spatula or the back of a spoon to spread it into a thin, even layer about 1/4-inch thick. Refrigerate for at least 30 minutes, or until firm.
5. Cut chocolate: Use a sharp knife to cut chilled chocolate into 12-15 long strips.
6. Prepare Starburst candies: Unwrap Starburst candies.
7. Assemble candy: Roll each Starburst candy into a long, thin rope shape (similar to the size of a piece of sushi). Take a chocolate rectangle from the pan. Position a candy rope on a long edge to represent a piece of fish on sushi rice. Add some flaked coconut on one end of the chocolate for garnish (like grated ginger).
8. Chill: Place the sushi candy pieces back on the baking sheet and return to the refrigerator for an additional 10-15 minutes to set.
9. Serve: Transfer candy sushi to a platter and serve immediately with any desired optional toppings.
