Ingredients:
* 2 pounds neck bones
* 1 tablespoon vegetable oil
* 1/2 teaspoon salt
* 1/4 teaspoon black pepper
* 1/4 teaspoon garlic powder
* 1/4 teaspoon onion powder
* 1/2 cup tomato sauce
* 1/2 cup water
* 1/4 cup chopped celery
* 1/4 cup chopped onion
* 1/4 cup chopped green bell pepper
* 1 teaspoon cornstarch
* 1 teaspoon cold water
Instructions:
1. Heat the oil in a large pot or Dutch oven over medium heat.
2. Add the neck bones and brown on all sides, about 5 minutes.
3. Season the neck bones with salt, pepper, garlic powder, and onion powder.
4. Add the tomato sauce, water, celery, onion, and green bell pepper to the pot.
5. Bring the mixture to a boil, then reduce heat and simmer for 1 hour, or until the neck bones are tender.
6. In a small bowl, whisk together the cornstarch and cold water until smooth.
7. Add the cornstarch mixture to the pot and stir until the sauce has thickened.

* Be sure to brown the neck bones well before adding the other ingredients. This will help to develop the flavor of the meat.
