Feel the bubble with your finger. If it's soft, it's only filled with air. If you feel a hard bump, there's probably an object like a piece of plaster under the paper. Carefully cut a slit across the middle of the bubble with a sharp utility knife.
Remove any foreign objects underneath the wallpaper, if applicable, with the tip of the utility knife. You can also use a pair of tweezers.
Fill the syringe up with wallpaper seam glue. Squeeze a little glue into both sides of the cut wallpaper bubble. Carefully smear the glue around with your finger. Use just enough glue so it covers the paper you want to glue back down.
Push the bubble down against the wall with your finger. Roll the repaired bubble with a wallpaper roller. Don't apply too much pressure or you'll push all the glue out.
Wipe off any excess wallpaper glue with a damp cloth. Any glue that's left on the wall will dry and become a noticeably shiny spot. Allow the repair to dry completely.
