Measure the base of the fountain and add 3 inches to each side. The foundation for the fountain needs to be at least 3 inches wider than the fountain on all sides.
Mark the area with string or spray paint and begin excavating where the foundation will be. Ensure the excavated area is level. For larger fountains, excavate to below the frost line. For smaller fountains, a 2- or 3-inch slab will do.
Build a form for the small slab out of 2-by-4s or other wood. Ensure the form is level. The form will need to be as deep as you need the slab to be. It also needs to go around the entire perimeter of the area.
Pour approximately 1 to 2 inches of gravel into the excavated area. The gravel is a safe base for the concrete and allows water to run freely underneath the concrete.
Mix the concrete according to the manufacturer's instructions.
Pour one-third the level of concrete you need for your slab and level it with a board in a sawing motion.
Lay the steel-wire mesh over the level of concrete. The mesh needs to have at least 2 inches of concrete above it; it can typically be placed at the one-third level.
Pour the rest of the concrete over the mesh and level again with a board, using a sawing motion.
Allow the concrete to cure according to the manufacturer's recommendations before setting your fountain on the foundation.
