How to Get a Permit to Build a Driveway in Philadelphia

A driveway is private property in Philadelphia, owned by the property owner. However, owners of abutting properties usually have deeded rights to use a driveway, and these owners are responsible for sharing the cost of repair and maintenance. If a new driveway is to be constructed, the contractor must obtain a building permit before the work can begin. The process for obtaining the permit is simpler when the driveway is for an existing structure, particularly when the structure is a one- or two-family residence. If the new driveway replaces an existing one condemned by the city -- because of defective drainage or broken paving, for example -- special inspection requirements may apply.

      Obtain an application for a building permit from the city's website or in person at the Municipal Services Building.

      Enter the complete address of the location where the driveway is to be built.

      Note the applicant's name, the name of the company for which she works, her contractor license number and contact information.

      Enter the name of the architect or engineer in charge of the project, along with the name of the firm and its contact information. Include the architect or engineer's license number.

      Enter the name of the contractor, the contractor's license number and his contact information.

      Describe the use of the building or space. Examples include single-family residential, multifamily residential or retail.

      Fill in the estimated cost of the project.

      Describe the driveway project. Note the size of the driveway, the materials the contractor will use, and any other information that might be pertinent.

      Note whether or not the driveway construction is in response to a violation involving construction without a permit. If it is, an inspection fee must be submitted with the application.

      Contact the city's Licenses and Inspection department to find out if you must submit building plans with your application. If so, obtain plans that meet the city's specifications for filing.

      Submit the application, the plans, if necessary, and your application fee to the address shown on the application.
