Spray the towel shelf with all-purpose spray cleanser. Wipe it down with paper towels.
Run a 100-grit sanding block along the surface area of the towel shelf. Repeat with a 220-grit sanding block. Swab down the surface with a tack cloth to eliminate all the dust from sanding.
Move the towel shelving rack outside or to a well-ventilated area. Cover your work surface with an old sheet.
Hold a can of oil-based primer 8 inches away from the shelving unit. Spray the unit with a light coat of primer and allow it to dry overnight. Repeat the next morning with a can of oil-based paint in the color of your choice. Give it at least 12 hours drying time.
Select a stencil of your choice for the sides of the towel shelf or any other area that is easily seen. Choose from stencils of patterns, images, floral or fruit motifs, or other shapes. Tape the stencils to the appropriate places on the shelf with painter's tape.
Hold a can of spray paint in a different color eight inches away from the stencil and spray it on with a light coat, moving the can back and forth. Choose a bold color, such as a gold or other metallic shade, so that your stenciled images stand out.
Remove the stencils and painter's tape and allow the shelf to dry overnight.
