Remove all furniture and accessories from the room. Cover flooring in the room with painter's drop clothes. Unscrew and take off all switch plates. Place blue painter's tape on all areas where paint should be avoided.
Base coat the wall or ceiling with light blue latex paint. Choose paint with a satin or higher gloss. Use a roller, evenly coat the surface, and allow it to dry for three to four hours. Paint the perimeter of the wall or ceiling with a flat paintbrush if the roller cannot reach the edge of the painting surface.
Pour white, light grey and light purple latex paint into plastic containers. Use a crumpled terry towel, and dab and smooth out white paint in the shape of round clouds on the surface. Dab the rag and add highlights with additional white, grey and purple paint. Dab a sea sponge onto the clouds for additional movement. Continue to blend colors and smooth edges until cloud have a soft look.
Allow to dry. Remove tape slowly. Use a hair dryer and add heat if the tape sticks to the surface. Pick up all drop cloths. Return furniture and accessories to the room.
