* PVC pipe

1. Cut the PVC pipe into the following lengths:
* 4 pieces at 3 feet long
* 4 pieces at 2 feet long
* 4 pieces at 1 foot long
2. Assemble the PVC pipe frame by connecting the pieces with couplers. The frame should look like a cube with three shelves.
3. Glue the end caps onto the ends of the PVC pipe.
4. Drill a hole in the center of each shelf. The holes should be big enough to fit the stems of the balloons.
5. Insert the balloons into the holes.
6. Level the balloon stand and place it in the desired location.
