According to handyman Ron Hazelton, to place ceramic tile over laminate you have to prepare the laminate surface. Use an adhesive designed for laminate surfaces, available at home improvement and hardware stores. Once the adhesive is spread on the surface, apply fiberglass reinforced paper on the adhesive. Ensure there are no bubbles.
Once the fiberglass reinforce paper is installed, apply mortar over the paper. The mortar functions as a primer.
After you've waited for the mortar to dry, install the ceramic tile as you would normally. Space and set the tile. Use a mallet to tap lightly on each tile, which helps the tile bond with the mortar. Remove the spacers. Apply the grout. Remove excess grout on the tiles with a damp cloth.
